The High Council of the Drotuce is made up of the six House Leaders - High Emperor Daniel of the Judicial House, Emperor Teodore of the Militant House, Emperor Rider of the Economic House, High King Andrew of the Secretive House, High King Brian of the Productive House, and High King Arber of the Propagandistic House. The High Councillors hold the majority of the power in the Drotuce, with each of them controlling an aspect of the Drotuce’s structure. They meet about once every Drotucian Year, at the Drotucian Conclaves (pronounced con-CLOVZ) to discuss matters pertaining to the Drotuce as a whole, suggest ideas for large-scale projects, and just generally socialize. There has been discussion at past Conclaves of allowing non-Councillors to attend these meetings, but so far this is unofficial and the Councillors are the only ones who have attended as of yet.
